Recent government measures regarding tuition and French language proficiency requirements for out-of-province and international students, and the impact of these changes on McGill have raised many questions and concerns within our community. With a view to addressing some of these issues, I am inviting you to a virtual town hall on Thursday, March 14 from 12:00pm to 1:00pm. Please use this link to join the virtual event using your McGill credentials.

Review of doxxing and other related practices on campus

Over the last few months, members of the University community have increasingly reported being victims of, or fearing that they will become victims of, the practice known as doxxing. Doxxing is generally understood to be the unwanted public release of a person’s personal information, though members of the community are also using this term when they report their social media activity being spotlighted or highlighted in unwanted ways.

The New Vic Project and Sustainability at McGill

When McGill completes redevelopment of the lower portion of the site of the former Royal Victoria Hospital in 2028, we will add 22,800m2 (net) of much-needed, state-of-the-art teaching and research spaces to our downtown campus. The New Vic Project is the most significant infrastructure project our University has undertaken since its inception more than 200 years ago. But it is also more than this.

Black History Month (BHM) 2024

I am delighted to announce the kickoff today of Black History Month (BHM) 2024! Celebrated each February at McGill, BHM provides occasion to highlight Black excellence across and beyond our campus community. 

National Day of Remembrance of the Quebec City Mosque Attack

January 29th was the National Day of Remembrance of the Quebec City Mosque Attack and Action Against Islamophobia, this marked the seventh anniversary of the shooting at the Centre culturel islamique de Québec (CCIQ), which claimed the lives of six men and seriously injured 19 others in a horrific act of Islamophobia. In line with our commitments made in the 2022 Initiative against Islamophobia and Antisemitism, McGill will honour Ibrahima Barry, Mamadou Tanou Barry, Khaled Belkacemi, Aboubaker Thabti, Abdelkrim Hassane, and Azzedine Soufiane, as well as their loved ones who survived them.

International Holocaust Remembrance Day

January 27th was International Holocaust Remembrance Day (IHRD). The date marked the 79th anniversary of the liberation of the Auschwitz-Birkenau Nazi Concentration and Extermination Camp. As part of the many commitments made in the 2022 Initiative against Islamophobia and Antisemitism, McGill is commemorating International Holocaust Remembrance Day (IHRD) this year.

Academic freedom, respect for students not mutually exclusive

Universities can, and must, simultaneously defend academic freedom and advance equity, diversity and inclusion.

McGill’s Statement on Academic Freedom has not shifted in its scope or application. This remains true even in the face of several public statements calling upon us to prioritize equity and inclusiveness over academic freedom, or vice versa. At McGill, none of these principles supersedes the other, nor is any of them absolute. Determining the limits of any of these principles always requires a contextual analysis.

Many of you will recall that, last May, Senate approved the recommendations of the Final Report of the Ad Hoc Advisory Committee on COVID Academic Planning and Policies, the result of which is the return to fully in-person teaching and research.

Initiative against Islamophobia and Antisemitism

June 30, 2022

On 21 March, 2022, I announced the creation of an initiative to address and prevent Islamophobia and Antisemitism (the IAIAS) on our campuses. Led by Prof. Angela Campbell, Associate Provost (Equity and Academic Policies) and Prof. Fabrice Labeau, Deputy Provost (Student Life and Learning), this initiative was created in response to a growing number of reports from students and staff of Muslim and Jewish identity of experiences that have led them to feel marginalized, alienated, and/or discriminated against within our University context. Today, I am pleased to confirm that I have received and have carefully considered the Final Report of the IAIAS. I accept and endorse all its recommendations and I look forward to its presentation to Senate when meetings resume in the Fall term.

Aujourd’hui, je suis heureux de confirmer que j’ai reçu et lu attentivement le rapport final du PPIA. J’accepte et appuie toutes les recommandations qu’il contient et j’attends avec impatience sa présentation au Sénat cet automne, lorsque les réunions reprendront.


Appointment of Associate Provost (Indigenous Initiatives)

It is my pleasure to announce the appointment of Prof. Celeste Pedri-Spade as McGill’s first Associate Provost (Indigenous Initiatives). She will oversee McGill’s ongoing response to the 52 Calls to Action articulated by the Provost’s Task Force on Indigenous Studies and Indigenous Education and work closely with academic leaders across McGill to further define the direction of McGill’s commitment to Indigenous scholars and scholarship, and to greater representation and inclusion of Indigenous peoples within the University community. Prof. Pedri-Spade’s five-year appointment will begin 1 September 2022.

Return to full in-person activities in Fall 2022

COVID-related measures are slowly being lifted across the province and country, and governments and public health officials are emphasizing that we are moving into a new phase of dealing with COVID-19. McGill plans to return to full in-person activities for the Fall 2022 semester. All the activities that were in-person prior to the pandemic will return to in-person, including large lectures.

It is my pleasure to announce the appointment of Professor Sean Ferguson as the next Dean of the Schulich School of Music. His five-year, renewable term will begin on July 1, 2022, and end June 30, 2027. Prof. Ferguson is an experienced senior administrator with a deep understanding of the Schulich School of Music, having previously served as Dean from 2011 to 2016. Prior to this, he was Director of the Centre for Interdisciplinary Research in Music Media and Technology (CIRMMT) from 2009-2011, and its Associate Director (Artistic) from 2006-09.

Winter 2022 Academic Term

As we mark the midpoint of the Fall 2021 Term, I want to take this opportunity to thank all of you for your ongoing commitment to our safe return to campus. We are doing extremely well as a campus community in taking the steps needed for COVID prevention. Accordingly, McGill will progressively increase in-person teaching activities for the Winter 2022 term, while being prudent given that the world remains in a pandemic context. Given our commitment to on-campus teaching and learning while maintaining a safe on-campus environment, we have decided that lecture courses with enrolment capacities of 200 or greater will mostly be offered through remote delivery. All other teaching activities will be allocated a classroom space, so that instructors can deliver their courses in a manner that ensures engaging in-person experiences for students.

National Day for Truth and Reconciliation

Today, I, together with other University leaders, members of the staff in the Office of the Provost, and people across the country, will wear the orange shirts that represent a commitment to reconciliation. The devastating legacy of the residential schools endures across generations of Indigenous families and belongs to a larger history of systemic racism, discrimination, and injustice that Indigenous peoples have endured and continue to face in Canada. I ask all members of our community to take time to reflect on our shared history, to learn about residential schools and, importantly, about the rich and varied Indigenous cultures across our country.

Victims of Kamloops Residential school

In light of the remains of 215 Indigenous children that were recently found at a former residential school in Kamloops, British Columbia, the McGill flag (on the McCall MacBain Arts Building) will be lowered today in memory of the victims. McGill offers its sincere condolences to the Tk’emlups te Secwépemc First Nation and all survivors of residential schools and their families. The University is in discussion with local Indigenous communities to determine how we can all heal together.

The petition demands that McGill break ties with Israeli institutions and revise our policy-based definition of discrimination. While the petition has not yet reached the McGill administration, I recognize the attention it is receiving and the impact that it is having within our community.

J’ai eu connaissance d’une pétition mise en circulation auprès de la communauté mcgilloise, dans laquelle on demande à l’Université de prendre des mesures en réponse aux violences qui ont éclaté aux Moyen-Orient. La pétition réclame que McGill rompe ses liens avec les établissements israéliens et qu’elle revoie la définition qu’elle fait de la discrimination, une définition dont sont inspirées les politiques de l’Université. Si la pétition n’a pas encore été remise aux membres de la direction de l’Université, je crois qu’il est néanmoins nécessaire d’en reconnaître l’effet et la portée au sein de notre communauté.

Return to on-campus activity in Fall 2021

McGill will return to in-person teaching beginning in Fall 2021. We will likewise continue to develop plans for a progressive return to on-campus work for administrative and support staff, with the goal of achieving a regular presence by September 2021. The health and wellbeing of our community will of course remain a top priority, and all necessary health and safety measures will continue to be implemented to ensure that our campuses remain safe places to learn and to work in the coming year.

The University’s final budget for FY2021 was approved by the Board of Governors on December 10, 2020. While we have been able to reduce expenses substantially, the savings will not be sufficient to offset entirely the loss of revenue we will experience this year. Consequently, the FY2021 budget anticipates an operating deficit of $13.1 million.

McGill’s Statement on Academic Freedom has not shifted in its scope or application. This remains true even in the face of several public statements calling upon us to prioritize equity and inclusiveness over academic freedom, or vice versa. At McGill, none of these principles supersedes the other, nor is any of them absolute. Determining the limits of any of these principles always requires a contextual analysis.

Delayed start for Winter 2021 term

McGill’s Registrar and Executive Director of Enrolment Services submitted a motion to Senate for changing the Winter 2021 Academic Calendar to reflect the exceptional demands of the pandemic. Senate approved the motion at its December 2 meeting. As a result, the University will open as planned on January 4, but Winter classes will now begin on Thursday, January 7 and end on Friday, April 16.

Le Sénat a approuvé la motion lors de sa réunion du 2 décembre. Par conséquent, l’Université ouvrira ses portes le 4 janvier, comme prévu, mais les cours de la session d’hiver commenceront le jeudi 7 janvier et prendront fin le vendredi 16 avril.

Through the hard work, resilience and flexibility of everyone in our community, McGill has been able successfully to continue to deliver its high quality academic programs. Now, with the Fall semester well underway, many of you are looking ahead to what teaching and learning activities will look like in the Winter 2021 semester. Given Montreal’s current Level 4 (red) status, and possible further development of COVID-19, Winter 2021 courses will be delivered primarily through remote platforms, but with enhanced in-person teaching activities planned across all Faculties.

Provost’s Town Halls: McGill’s Plan to Address Anti-Black Racism

Christopher Manfredi, Provost and Vice-Principal (Academic), has been given a mandate to develop a plan for McGill University to advance McGill’s work in connection with anti-Black racism.

The Provost will host a series of live, virtual Town Halls through Webex, for the McGill community to share ideas and experiences relating to the student experience, research and knowledge, outreach, workforce and space.

Principal Fortier has given me a mandate to develop a plan for McGill University to advance our work in connection with anti-Black racism. This plan shall include specific actions, targets, and timelines and will be accompanied by an allocation of resources to realize its goals. My intention is to work assiduously with you over the coming weeks and months toward the development of McGill’s Plan for Addressing Anti-Black Racism. While the summer may be upon us, this work will begin immediately. The matter in question is one of urgency and pressing importance for our university, so there is no time to lose.

We have just begun our ninth week since the interruption of most of our on-campus activities as a result of the COVID-19 crisis. I sense deeply our collective eagerness to get back into our campus routines, in our classrooms, offices, and research spaces. I also recognize that the uncertainty we continue to navigate is wearing and stressful, leaving many questions about academic life at McGill unanswered. I am grateful to everyone who has been working diligently throughout this period, which has allowed us to persevere in the pursuit of our academic mission...
