Biography
John has worked in or supported more effective parliaments for more than 30 years, beginning as a committee director in the New York State Senate, and later working with parliaments in nearly all the world’s regions – with the World Bank Institute, United Nations Development Programme, US Agency for International Development (USAID), Southern African Development Community (SADC) Parliamentary Forum, and the Organization of American States (OAS). He has had long-term assignments in Kenya, supporting the Kenyan National Assembly, and in Indonesia, supporting their House of Representatives, think tanks, and civil society groups. And he has conducted orientation and other training programs for parliamentarians and/or staff in dozens of other nations. He was lead author for the USAID Handbook on Legislative Strengthening, World Bank Institute (WBI) Orientation Handbook for Members of Parliament, and the UNDP/SADC Parliamentary Forum’s MP’s Orientation Handbook. John has a background in comparative parliaments and wrote his dissertation on parliamentary independence in East Africa. He holds a BA in government, an MA in African Studies, an MA in political science, and a PhD in political science. John is a Director in the Asia Region at Chemonics International and has served as Director of Governance Programs at the National Democratic Institute, a Senior Associate at the State University of New York, and as a US Diplomat in Mexico. He has been teaching at McGill University since 2012.
