YCBS 244 Current Trends in Parliamentary Administration (3 CEUs)
This course provides an overview of democratic principles, core functions of parliament, parliamentary procedures and practices, as well as current trends and issues in parliamentary administration. Each participant will be assigned a mentor, who will be available for consultation and guidance throughout the entire program.
YCBS 250 Introduction to Parliamentary Governance (3 CEUs)
Comparative overview of parliamentary systems; role of parliaments in modern societies; factors that influence how parliaments carry out their functions; the role of the Speaker and other presiding officers; women in parliament; introduction to parliamentary procedure; global and regional parliamentary networks; international parliamentary co-operation and diplomacy. 3 CEUs.
Cours complémentaires (3 cours)
YCBS 245 Corporate Management of Parliament (3 CEUs)
This course focuses on general concepts of good corporate governance and their applicability to parliament, and the role of key stakeholders. Emphasis is placed on the management of human and financial resources in a parliamentary setting and the importance of strong interrelationships.
YCBS 247 Parliamentary Committees (3 CEUs)
This course focuses on the role that parliamentary committees play in the work of the parliament and considers the procedural, administrative, research and analytical support required for committees to function successfully. This course will also examine the important role that committees play in terms of accountability and engagement.
YCBS 248 Public Financial Management (3 CEUs)
This course looks at the system of rules, processes, procedures and regulations through which decisions on financial resources are made and implemented.The course aims to provide a basis for better understanding of core concepts, objectives, and issues in public financial management (PFM) as they relate to the functions of the legislature. Particular focus is placed on how PFM impacts three levels of budgetary outcomes: aggregate fiscal discipline, allocative efficiency and operational performance.
YCBS 249 Parliamentary Research (3 CEUs)
Introduction to research and policy analysis in a legislative environment, differences between legislative and academic research, types of policy analysis, role of parliamentary staff in the formulation of policy and legislative proposals, the analytic process, effective use of information in parliaments and presentation for legislative audiences, value of objective information, value and uses of partisan information, and writing for legislators.
YCBS 252 Advanced Parliamentary Governance (3 CEUs)
Overview of different parliamentary models around the world (parliamentary, parliamentary-presidential, and presidential) and executive-legislative relations. Introduction to parliamentary benchmarks. Exploration of Commonwealth Parliamentary Association (CPA), Inter-Parliamentary Union (IPU) and other benchmarks and regional variations thereof. Assessing parliaments to identify practical steps that could be taken to improve their efficiency and effectiveness.
