The Integrated and Adaptive Water Resources Planning, Management and Governance program takes a holistic look at water resources management at the watershed and sub-watershed level with a specific focus on watershed planning techniques, adaptive management strategies, capacity building approaches, water governance, and water business risk assessment to strengthen integrated water resources management capacities globally.


Agricultural Drought Risk Management

CIMH and national partners participated in charting the way forward for Agricultural Disaster Risk Management (ADRM) plans at the ADRM Writeshop. The early warning system at CIMH, the Caribbean Drought and Precipitation Monitoring Network (CDPMN) launched through CARIWIN, is identified as a priority for capacity development. A strengthened CDPMN with country-level detail is an essential tool for managers in the agricultural and water sectors, and a key element of national agricultural drought risk management plans in the Caribbean. CARIWIN supported the lead organizations of the FAO and CDEMA to host the event.


6th Caribbean Environmental Forum

The 6th Caribbean Environmental Forum (CEF 6) is an excellent opportunity to disseminate CARIWIN results to key Caribbean and international stakeholders at an event which draws a diverse group of persons representing a variety of sectors endeavouring in fields related to environment and sustainable development. CARIWIN presented three papers on this occasion.


Drought Training Workshop

With experts from the Caribbean Institute for Meteorology and Hydrology, the US National Drought Mitigation Center, and the Climate Studies Group Mona (UWI, Jamaica), this workshop brought participants up-to-date with the state-of-the-art in drought monitoring and early warning. Through technical presentations, discussions and working groups, the participants and leaders worked towards creating the main elements of drought policy and plans for their countries and towards developing national networks for drought monitoring. CARIWIN sponsored participants from partner countries Grenada and Jamaica.

Post Graduate Certificate in Water Resource Management

Guyana's Ministry of Agriculture signed an MoU with McGill University and the University of Guyana that will allow up to 24 engineers to pursue a Post Graduate Certificate in Water Resource Management. The certificate is delivered jointly by professors and researchers of both universities, and is divided into three modules: Hydrology and Water Resources Management; Irrigation and Drainage; and Geotechnical Investigations.

Grenada National Water Information Systems Launch and Training

In collaboration with the CARIWIN project, the Government of Grenada launched its National Water Information System (NWIS) on January 26, 2009. The National Water Information System has now become an official repository for all hydrologic, climate, land, watershed, infrastructure and water related data in Grenada.

IWRM Training in Canada for CIMH staff

The Brace Centre for Water Resources Management hosted two staff members of the Caribbean Institute of Meteorology and Hydrology (CIMH) for two weeks in June 2008, as part of a training course in Integrated Water Resources Management (IWRM). Hydrologists and meteorologists from CIMH were offered the opportunity to learn through a combination of presentations, field tours and workshops.


Grenada Equipment Installation and Training Course

Participants from the Grenada Ministry of Agriculture, National Water and Sewerage Authority, Point Salines International Airport Meteorological Office, and the Caribbean Youth Environmental Network benefited from practical sessions related to the installation of the CARIWIN stream gauging and rainfall monitoring equipment in the Great River watershed. Topics covered during the course included: water level measurements, reference marks, cross-sections, flow measurements, rating curves, levels and levelling, uses of hydrological data, and practical exercises in the calculation of river flows.


Grenada National Water Information System Workshop at the Caribbean Environmental Forum

The Grenada National Water Information System Workshop was held at St George’s University in Grenada on June 23 and 24, 2008. It was hosted during the 4th Caribbean Environmental Forum. Background information to the CARIWIN project was provided and the context was set for the pertinence of a National Water Information System (NWIS) for Grenada. The workshop was an opportunity for data collectors, data users and stakeholders to meet and engage in the early phases of development of the Grenada NWIS.


Caribbean Drought and Precipitation Monitoring Network

In the first year of the CARIWIN project, during one of the short courses given on IWRM involving water managers, and senior administrators from each of the three partner governments, dynamic roundtable discussions revealed a collective need for information products that facilitate the incorporation of climate risk management into decision-making. As a solution, the Caribbean Drought and Precipitation Monitoring Network (CDPMN) was proposed.


CARIWIN Hydrometric Equipment Installation and Training Course

This short course was co-delivered by CIMH and the Guyana Hydrometeorological Service. Topics included river level measurements using staff gauges and water level recorders; relationship between river level and river flow and the rating curve; Installation of hydrometric equipment; practical exercises in river flow measurement and cross-section surveys.


Procurement of rainfall and water level instrumentation

In 2008, CARIWIN procured instrumentation for monitoring water level and rainfall in the pilot communities of Grenada, Guyana and Jamaica.

Conference Highlights from Collaborating in Africa: New Approaches in the Water Sector

Although the conference Collaborating in Africa: New Approaches in the Water Sector was not technically a CARIWIN event, CARIWIN representatives from both the Brace Center and CIMH were present to pull from the African case lessons that could be learned and applied in the Caribbean context.

Two CIMH faculty were given the opportunity to attend three intensive days of technical sessions at the Canadian Water Resources Association's annual conference. Topics included water quality; land and water stewardship; irrigation efficiency; flood mapping; water, energy and food security; climate change; urban water supply; adaptation to drought.

Presentation at the 7th Caribbean Islands Water Resources Congress

The Seventh Caribbean Islands Water Resources Congress was a conference that brought together professionals from a wide range of hydrologic domains, from highly technical fields to those more social in nature. The presentations and discussions were broken up into four general categories: watershed management, advances in water sanitization, surface and groundwater quality, and management of limited freshwater resources.
