Pearl Eliadis on Why Second-Stage Shelters are Essential | CBC

November 25, 2025 | Pearl Eliadis joined CBC’s Let’s Go to discuss new findings from the Quebec Homelessness Prevention Policy Collaborative showing that the province has completed only 66% of the second-stage shelter units it committed to building for women fleeing violence. She explained that these shelters provide the stability and security women need to avoid returning to abusive partners and transition toward permanent housing. Eliadis urged the government to move more quickly and strengthen the legal framework to ensure women can access safe and sustainable housing when they need it.
