Dear members of the McGill University Community,
I am delighted to announce that the McGill University Board of Governors has unanimously approved the appointment of Professor H. Deep Saini as the 18th Principal and Vice-Chancellor of McGill University. Currently President and Vice-Chancellor at Dalhousie University in Halifax, Nova Scotia, Prof. Saini will begin his five-year, renewable term at McGill on April 1, 2023. He will also hold the appointment of Full Professor in the Faculty of Agricultural and Environmental Sciences.
The Board approved the appointment following an extensive, international search conducted by an Advisory Committee. Prof. Saini brings to McGill an exceptional breadth and depth of leadership experience, from Dalhousie, several other research-intensive universities in Canada and abroad. He exemplifies the rare mix of strong academic leadership with a wide-ranging and international perspective. A collaborative and innovative thinker who sees challenges as opportunities and who has the ability to set a long-term vision for the University, Prof. Saini is the perfect choice for McGill as it embarks on its third century.
Prof. Saini is a remarkable individual and has a story that is an inspiration for many. He grew up in India, where he completed his Master of Science (Honours) in Botany from Punjab Agricultural University in Ludhiana. He then moved to Australia, where he earned his PhD in Plant Physiology from the University of Adelaide. After a postdoctoral fellowship at the University of Alberta, Prof. Saini joined Université de Montréal, where he spent close to two decades, notably as director general of the Institut de recherche en biologie végétale. He subsequently joined the University of Waterloo as Dean of the Faculty of Environment and went on to serve as Vice-President and Principal of the University of Toronto’s Mississauga campus, where he accomplished transformative initiatives through internationalization efforts, significant campus infrastructure expansion, and increased faculty recruitment.
In 2016, Prof. Saini returned to Australia, this time as Vice-Chancellor and President of the University of Canberra. During his tenure, the University of Canberra rose from the Top 500 of the Times Higher Education World University Rankings to the Top 200. Assisted by a new strategic plan that focused on mission-oriented research, the University made important advances in professional education and experiential learning, as well as in equity, diversity, and inclusion. Upon his return to Canada, Prof. Saini took up the reins at Dalhousie University, where he saw opportunities to leverage the institution’s strengths and profile, while playing an increasingly vital role in its local community and in Atlantic Canada. A trusted and respected leader with the ideal mix of humility and self-confidence, Prof. Saini has a keen understanding of Quebec culture. He is fluent in four languages, including English and French. He held national and international governance and advisory roles, including on the Executive Committee of the U15 and the Board of Directors of Universities Canada, where he currently serves as Vice-Chair and will begin his term as Chair in 2023.
Prof. Saini’s distinguished career has earned him several awards and recognitions, including honours from the Canadian Society of Plant Physiologists, Nanjing University, the Royal Society of New South Wales, the Punjab Academy of Sciences and the Indo-Canada Chamber of Commerce. He is also the recipient of the Queen Elizabeth II Platinum and Diamond Jubilee Medals, in recognition of his service to education and Canada.
I look forward to introducing Prof. Saini to the McGill community through a special, online presentation that will be available for viewing in the near future on the McGill website home page.

Further to my communication in June 2022, I am writing to update you on the activities and ongoing work of the Advisory Committee for the Selection of the Principal.
As you may recall, the Advisory Committee was formed in spring 2022, held consultations with the University community in May and developed a position profile, along with key selection criteria, for the role, which were published in June. The Committee’s membership and activities may be viewed here: https://www.mcgill.ca/secretariat/advisory/principal-and-vice-chancellor.
Following an intense period of recruitment, which attracted prospective candidates from Canada and from other countries, the Advisory Committee completed its in-depth review of candidates based on the established selection criteria in August. This phase of the advisory process has resulted in a list of qualified candidates, whom the Committee will be meeting for interviews.
Following interviews and a further process of due-diligence and deliberation, the Committee will submit its recommendation(s) to the Board of Governors for consideration. We hope to complete the advisory process by early winter.

On a separate subject, I am pleased that Professor Christopher Manfredi has started his functions as Interim Principal. Formé au printemps 2022, le Comité a tenu des consultations dans la communauté mcgilloise en mai, puis a dressé une description de poste et établi des critères de sélection, publiés en juin. Après une intense période de recrutement, qui a attiré des candidats et candidates du Canada et de l’étranger, le Comité consultatif s’est livré à un examen approfondi des dossiers de candidature en fonction des critères établis en août. Dear Members of the McGill community,
As announced in January, Professor Suzanne Fortier will complete her second, and final, term as Principal and Vice-Chancellor of McGill University in the near future.
Considering that the recruitment process of the next Principal will continue beyond August 2022, the McGill Board of Governors held a special meeting earlier today to consider the appointment of an Interim Principal.
I am pleased to announce that the Board approved the appointment of Professor Christopher Manfredi as Interim Principal, from September 6, 2022, until the next Principal is able to assume office.
Professor Manfredi, who currently serves as the Provost and Vice-Principal (Academic), has a deep understanding of our University—as a teacher, a researcher, an administrator, and a leader—and has shown excellence in his own scholarship and pedagogy. He joined McGill’s Department of Political Science in 1988, and served as Chair of the Department, then Dean of the Faculty of Arts, before becoming Provost and VP (Academic) in 2015.
As the University’s chief academic officer and chief budget officer, Professor Manfredi has proven himself to be a trusted and effective leader whose myriad accomplishments have advanced the University’s mission. As Provost and Vice-Principal (Academic), Professor Manfredi designed and implemented the University’s Strategic Academic Plan, which serves as the principal guiding document with respect to academic planning and budgetary decisions. He has also been delivering a sound budget plan, which drives the activity of all academic and administrative units through operating, restricted, capital, and endowment funds.
Under the leadership of Professor Manfredi, the University has also developed an ambitious EDI plan, enhanced its efforts in Indigenous education and research, and meaningfully advanced efforts to establish new models of academic program delivery. He played a key role in steering the University’s response to the COVID-19 crisis while continuing to advance major provostial initiatives, ensuring the stability of University operations during these turbulent times. He is bilingual and has a deep understanding of university priorities.
The Board thanks Professor Manfredi for agreeing to serve the University in this period of transition.
While Prof. Manfredi assumes the office of Interim Principal, the duties and responsibilities of the Provost and Vice-Principal (Academic) will be divided between Professor Angela Campbell and Professor Fabrice Labeau, who will co-lead the provostial portfolio on an acting basis, while maintaining their current senior academic administrative responsibilities. On behalf of the Board, I thank Professors Campbell and Labeau for agreeing to assume these responsibilities during the interim period. More information about the division of the responsibilities between the two will be provided by the Interim Principal in the near future.

Étant donné que le processus de recrutement d’une principale ou d’un principal se poursuivra au-delà du mois d’août 2022, le Conseil des gouverneurs de l’Université McGill a tenu aujourd’hui une réunion extraordinaire afin de se prononcer sur la nomination d’une principale ou d’un principal intérimaire.
J’ai le plaisir de vous annoncer que le Conseil a approuvé la nomination du professeur Christopher Manfredi à titre de principal intérimaire. Le professeur Manfredi occupera ce poste à compter du 6 septembre 2022 et jusqu’au moment où la prochaine principale ou le prochain principal pourra prendre ses fonctions.
Actuellement vice-principal exécutif et vice-principal aux études, le professeur Manfredi connaît très bien l’Université, où il a exercé des fonctions de professeur, de chercheur, d’administrateur et de leader, et mené des travaux savants et exercé un rôle de pédagogue dans le souci des normes d’excellence les plus élevées. Il s’est joint au Département de sciences politiques de McGill en 1988. Il a ensuite été directeur du Département, puis doyen de la Faculté des arts avant de devenir vice-principal exécutif et vice-principal aux études en 2015.
Premier responsable de la mission académique et de la direction budgétaire de l’Université, le professeur Manfredi a démontré qu’il était un gestionnaire efficace et digne de confiance dont les multiples réalisations font progresser la mission de l’Université. En sa qualité de vice-principal exécutif et vice-principal aux études, il a défini et mis en œuvre le Plan stratégique académique de l’Université, document d’orientation principal pour la planification des activités d’enseignement et la prise de décisions budgétaires. Il a également élaboré un plan budgétaire rigoureux qui régit le fonctionnement de toutes les unités académiques et administratives par l’intermédiaire du fonds de fonctionnement, du fonds avec restrictions, du fonds d’immobilisations et du fonds de dotation.
Sous le leadership du professeur Manfredi, l’Université s’est également dotée d’un plan ambitieux en matière d’équité, de diversité et d’inclusion, a intensifié ses efforts à l’égard de la recherche et de l’éducation autochtones, et a fait des avancées considérables dans l’établissement de nouveaux modèles de déploiement de nos programmes d’enseignement. Tout en veillant au bon déroulement d’initiatives importantes dont il était responsable, le professeur Manfredi a joué un rôle déterminant dans l’adaptation de l’Université face à la crise de la COVID-19 et a assuré la stabilité des activités de l’Université pendant cette période de turbulences. Il est bilingue et a une profonde compréhension des priorités de l'Université.
Le Conseil remercie le professeur Manfredi d’avoir accepté d’assumer de nouvelles responsabilités pendant cette période de transition.
Pendant le mandat du professeur Manfredi à titre de principal intérimaire, la professeure Angela Campbell et le professeur Fabrice Labeau se partageront les fonctions et responsabilités du vice-principal exécutif et vice-principal aux études sur une base intérimaire, tout en continuant d’assumer leurs responsabilités académiques et administratives actuelles au sein de la haute direction. I am writing to update you on the activities and ongoing work of the Advisory Committee for the Selection of the Principal and Vice-Chancellor. The Committee was formed in March 2022 and its membership may be found at: https://www.mcgill.ca/secretariat/advisory/principal-and-vice-chancellor.
After a formal tendering process for the selection of a search consultant, as required by Québec legislation, Perrett Laver, a large international search firm with extensive experience in university presidential searches, emerged as the successful bidder. The principal consultants working with the committee are Dr. Gordon Lobay and Mr. Erik Jackson.
The Committee has been meeting on a regular basis since March 2022. In April, it held 24 consultation sessions with diverse individuals and groups at McGill. These consultations and the written feedback received by the Committee served to collect valuable input and advice on the opportunities, challenges and priorities facing McGill, and the qualifications, characteristics and experience that the next Principal should possess.
I extend thanks to the many people who made the time and effort to meet with or write to the Committee for their helpful insights and points of view. The quality of the ideas and suggestions we received was impressive and contributed immeasurably to the Committee’s understanding of the needs of the University. The consultations helped to inform the development of the advertisement and position profile for the role. The position profile is an important resource for the initial identification of prospective candidates. Both documents are available at https://www.mcgill.ca/secretariat/advisory/principal-and-vice-chancellor.
The Advisory Committee will now embark on the process of identifying candidates. We invite your assistance in identifying prospective candidates whom the Committee may wish to consider. I am writing to inform you that in accordance with the Statutes of McGill University, an Advisory Committee has been formed for the selection of the Principal and Vice-Chancellor. The membership of the Advisory Committee is available on the Committee’s website.
The Statutes stipulate that the Board of Governors appoints the Principal after consultation with this Committee and from the names submitted to it by this Committee.
The Committee’s primary task is to identify and consider qualified individuals for the position, and to nominate top candidates from whom the Board will select the next Principal and Vice-Chancellor. The Committee’s recruitment efforts will be supported by a search firm with experience in U-15/AAU university presidential searches.
As you will appreciate, the Advisory Committee has a critical mandate to identify suitable individuals to lead McGill in the years ahead. To guide its deliberations, it will be important for the Committee to understand the key opportunities and challenges and to identify the attributes that the next Principal should possess. Accordingly, the Committee is seeking input from members of the University community.
In the coming weeks, the Committee will hold a series of consultation sessions to hear the views of interested members and supporters of the University, prior to beginning a search for candidates. If you are interested in attending a consultation session, please consult the Secretariat’s website for the schedule and to register. The Advisory Committee has developed key questions, which will be used to frame the consultation sessions:
- In your view, what are the internal and external opportunities, challenges and priorities facing the University and the Principal and Vice-Chancellor over the next 5-10 years, which are relevant to the search process?
- Do the priorities and position requirements, as described in the 2012 position profile, adequately define the role and responsibilities of the Principal and Vice-Chancellor in the coming 5-10 years? If not, what changes should be considered?
- In your view, what are the required and desirable qualities that candidates for the position of Principal and Vice-Chancellor should have when it comes to their:
- Values
- Leadership skills
- Qualifications and Experience
- Other characteristics
If you are unable to attend any of the sessions or wish to submit comments addressing the questions in writing, the Advisory Committee would be pleased to receive your submissions. Professor Fortier’s leadership has been exemplary throughout her tenure. Her work has always been grounded in McGill’s Mission and Principles and we are fortunate that she has been leading our institution so diligently and effectively since 2013, and notably during this unprecedented and challenging time of COVID-19. It gives me great comfort to know that she will continue to help steer the course out of what we all hope will be the end of the pandemic.
In accordance with the Statutes of McGill University, an Advisory Committee will be formed in the coming months to identify and consider qualified individuals for the position, and to nominate top candidates for the role to the Board of Governors, which is ultimately responsible for approving the appointment of the Principal.
The membership of the Advisory Committee will be based on the requirements of the Statutes and a process to strike the Committee will be initiated in the near future by the Secretary-General. More information on this advisory process will be provided in the months ahead.

Comme la professeure Suzanne Fortier en a fait l’annonce le 7 janvier 2022, son deuxième mandat à titre de principale et vice-chancelière prendra fin le 31 août 2022.
Tout au long de son mandat, la professeure Fortier a exercé un leadership exemplaire et a fondé ses décisions sur la mission et les principes de l’Université McGill. La communauté mcgilloise est privilégiée d’avoir pu compter sur une principale et vice-chancelière qui, depuis 2013, mène notre université avec une grande diligence et une efficacité optimale et, plus précisément, durant la crise sanitaire sans précédent et des plus éprouvantes que nous traversons. Il est rassurant de savoir que la professeure Fortier demeurera à nos côtés d’ici au moment où, nous l’espérons tous, nous pourrons marquer la fin de la pandémie.
Conformément aux Statuts de l’Université McGill, un Comité consultatif sera mis sur pied au cours des prochains mois afin de trouver des personnes qualifiées, d’en étudier le dossier et de recommander les meilleures d’entre elles au Conseil des gouverneurs, soit l’organe responsable d’approuver la nomination du principal ou de la principale.
La sélection des membres du Comité consultatif se déroulera conformément aux exigences imposées en vertu des Statuts. Par ailleurs, un processus entourant la mise sur pied du Comité sera entrepris prochainement par la secrétaire générale. De plus amples renseignements entourant ces démarches vous seront communiqués au cours des prochains mois.
