The Vice-Principal Health Affairs and Dean of Medicine, mandated the Chairs and Directors of the six areas, including the Administrative Excellence Centre (AEC) #3 (Epidemiology, Biostatistics and Occupational Health (EBOH), Institute for Health and Social Policy (IHSP), Social Studies of Medicine (SSoM), AIDS Centre, McGill Global Health Programs (GHP), Biomedical Ethics Unit (BEU)) to create a task force to examine the feasibility and prepare a proposal for the creation of an Institute or School of Population and Global Health (SPGH) at McGill University. The task force comprised 29 members from 23 Departments/Units within and outside the Faculty of Medicine as well as from the formal public health sector in Quebec (See table below for list of task force members). As a result of the committees' work, the School was crafted along with the initial framework.
Four subgroups of the task force contributed to position papers on Education, Research, Partnerships and Governance. These papers present a context, vision, rationale and preliminary framework for the creation of the School and include a point of action that is stated in the 2014 Faculty of Medicine Strategic Research Plan. The senior leadership of the AEC #3 units nominated the Chair of The Department of Epidemiology, Biostatistics and Occupational Health (EBOH) to lead the feasibility study and task force.
