Consult Eligibility for licensure table. If you have doubts about eligibility for licensure in Quebec, please do not hesitate to submit the c.v. to Ms. Veronica Nahorniak, Academic Affairs Administrator, Academic Affairs Office (fax 514-398-4423; telephone 514-398-4668). Should a restrictive license be required (IMG recruits or visiting professors), and the Dean has approved the appointment, the Chair's office must begin application process for the license.

The Department Chair must consult the Dean, in writing, to obtain preliminary approval of all physicians being recruited to McGill hospitals. For new specialists being hired on a full-time basis, a copy of the correspondence should be addressed to the Vice-Dean, Health Affairs, or to Ms. Veronica Nahorniak, so that the candidate's name is placed on the Medical Manpower waiting list. The New Physician Appointment Form is the means to do this. Details on how a new recruit will be implicated into the PEM are required as well as information on the recruit's "formation complémentaire" (see Règles portant sur la formation complémentaire) . If no PEM position is available, a well-documented letter of justification is required for presentation to the MSSS. Several times per year, the Dean's Medical Manpower Committee meets and approves physicians who are being recruited to the McGill teaching hospitals. Following these meetings, a list of "approved" new physicians (ready to start working) and "tentatively approved" new physicians (requiring confirmation of acceptance of a position, confirmation of arrival and/or jumelage) is sent to the Clinical Chairs and the Directors of Professional Services. Recruit's undertaking a RAMQ funded formation complémentaire must also provide a copy of the completed formation complementaire form found on the Postgraduate Medical Education Office website. These candidates are entered on the medical manpower database as "tentatively approved" staff.

The DPS of the hospital concerned notifies the MSSS of the hiring of the new specialist(s) and of their projected start date on the Island of Montreal. Once the MSSS has both the hospital and the university's recommendation, they are able to process the appointment request. The MSSS authorization is required by law prior to hospital board approval of the recruitment request (see MSSS Régles de gestion ).

The Vice-Dean, Health Affairs and Ms. Nahorniak will verify the credentials of International Medical Graduates for restrictive license purposes. If the MD recruit is also a foreign citizen and an International Medical Graduate s/he will require:

A restrictive license from the Collège des médecins du Québec (approx. 3 months to obtain final approval, from the time the Comité de l'admission à l'exercice reviews the application for a license until the Board makes their decision).

Advertising (mandatory) by the Department for the position as per McGill University regulations (approx. three months to complete). See Immigration Procedures for Academic Staff and Immigration section for details.

A temporary work permit from Immigration Canada (approximately four to six months after license is issued, depending on medical clearance and date of submission of full dossier to Faculty). This usually is issued for up to three years. The length of the work permit is determined at the discretion of the Citizenship & Immigration Officer at the time of arrival at the border crossing or airport, and not by the University.

A McGill appointment form is submitted to Academic Affairs, and McGill University grants a faculty appointment to the physician. This is mandatory for all Faculty appointed to a McGill teaching hospital.
