Permanent Code
The Quebec Ministry of Education, Recreation, and Sport requires all students (whether or not resident of Quebec) who are registered in a Quebec university to hold a "Permanent Code" (code permanent). Students who have previously attended school in Quebec would already have a Permanent Code. If you do not have a Permanent Code, the University must collect the appropriate data and documents for submission to the Quebec Ministry of Education, Recreation, and Sport, so that they may create a Permanent Code for you. Proof of citizenship
In order to avoid being charged the international rate of tuition fees, and in accordance with requirements of the Quebec Ministry of Education, Recreation, and Sport, all students who are citizens or permanent residents of Canada must provide proof of their status. Proof of Quebec residency
Students who are citizens or permanent residents of Canada, AND who wish to qualify for the Quebec rate of tuition fees, must also provide proof of Quebec residency along with their proof of citizenship. This is in accordance with ministry regulations. Students who do not provide this proof will be charged a higher rate, either the "out of province" rate or the international rate, depending on what documents have been submitted.
