Criteria for eligibility for appointment

Must be eligible for full or restrictive license from the Collège des médecins du Québec.

Formation complémentaire (mandatory extension of training) of at least one year duration is required for all specialties and must be done in a different institution than the one in which the residency was completed (please see MSSS Règles portant sur la formation complémentaire). Please consult the following Postgrad info notice should your potential recruit be a McGill resident who wishes to complete this training in Quebec.

The name of the physician being replaced (jumelage) by the new recruit must be identified on the McGill Teaching Hospital Physician Appointment Form. If no jumelage can be identified or if a vacant PEM slot is not available, correspondence requesting special consideration must be proposed as per the requirement of the MSSS.

Inter-Regional Transfers and Retours de région: Candidates must have written release from the MSSS after completion of a minimum of three (3) years of practice or upon completion of their contractual agreement. In these cases a formation complémentaire may be required. A new specialist position is required.

The Recruiting Division must present the dossier to the University Clinical Chair (formation complémentaire letter, c.v., publications, etc.). Negotiations are undertaken with hospital Director of Professional Services (DPS) to ensure agreement on the recruitment.

The Clinical Chair's Office forwards the Medical Manpower package consisting of the McGill Teaching Hospital Physician Appointment Form.pdf, CV, Chair's letter of recommendation, FC confirmation, specialist certificate, medical license etc. to the Director of Professional Services (DPS) Office of the base hospital for approval, who will then forward the package to the Academic Affairs Office.

A PEM is required for all "actif" hospital appointments. No PEM is required for "associé" status appointments. Please consult your DPS for further information regarding the definitions and time commitment of "actif" and "associé" appointments.

A license (full or restrictive) must be obtained by the physician from the Collège des médecins du Québec (514-933-4441). The Faculty of Medicine and Health Sciences assists in obtaining restrictive permits (514-398-4668) for physicians recruited as professeurs sélectionnés. Foreign citizens also need to obtain an employment authorization in order to hold a license and be able to work in the McGill network (see Immigration section).

After each Medical Manpower Committee meeting, a Faculty approval memo is sent to the DPS Office to be included with the official nomination package submitted to the MSSS.

If there is no PEM available in the Department, the Clinical Chair and/or DPS must write a well-documented letter of justification (which will be forwarded to the MSSS). This letter must be addressed to the MSSS and must be written in french. A copy should be included with the Manpower package. When the appointment is complete, Academic Affairs will process the McGill appointment form.
General practitioner appointments
To appoint a General Practitioner, the division director submits a request to the DPS of the hospital concerned. The DPS will in turn inform the Chair, Family Medicine, in writing, by copy of their letter of appointment, and the Chair will then inform the MSSS of the jumelage for each GP appointment. The Dean's Office does not play a role in this at present, but any difficulties with this process can be addressed to the Vice-Dean, Health Affairs.

A formation complémentaire is any period of training of at least one (1) year duration which follows completion of the specialty (or specialties in the case of the subspecialties of Medicine and Pediatrics) requirements and must be done in a different institution than the one in which the residency was completed. This needs to be documented for presentation to the MSSS.
