Updates to McGill Personnel Policies and Procedures

SUBJECT: Updates to McGill Personnel Policies and Procedures

Dear colleagues,

This memo provides a brief summary of updates to McGill’s Personnel Policies and Procedures, which apply to all M-Level staff and were revised on January 1st, 2017. This summary is intended only as an informal synopsis – the authoritative documents are the policies themselves.

The four updated policies are:

  1. Policy on Association Membership and Activities
  2. Dispute Resolution Policy
  3. Policy on Hours of Work
  4. Personnel Policies Review Policy (NEW)

SUMMARY OF UPDATES

1.      Policy on Association Membership and Activities

As of January 2017, it has been agreed that the University will liberate from work MUNASA’s President and VP (Liaison) for one day each month, for a total of 24 days per year. Considering this change, the University will now liberate McGill employees that MUNASA designates for Association-related activities for a maximum of 40 working days per year, rather than the 60 days as per the previous version of the policy.

2.      Dispute Resolution Policy

The Dispute Resolution Policy now provides a more detailed description of the procedure for resolving non-arbitral disputes at Step 3. The list of potential arbitrators has been updated as well, and sections of the previous version of the policy not relevant to dispute resolution have been moved into the new Personnel Policies Review Policy described below.

3.      Policy on Hours of Work

Staff hired into a regular “M” position before December 1, 2006, will be eligible to receive a half-day credit for any Summer Friday morning missed while on Short Term Disability leave between the dates of June 26, 2015 and August 19, 2016. Employees can request this credit retroactively and, if approved, it will be remitted in the form of time off on dates agreed upon with their supervisor. All requests for this credit must be sent to HR’s Labour and Employee Relations Unit (robert [dot] comeau [at] mcgill [dot] ca), prior to March 31, 2017. (On June 1 this policy will be amended again to extend this deadline to August 1, 2017 and to cover Summer Fridays missed due to maternity leave).

4.      Personnel Policies Review Policy (NEW)

This was formerly part of the Dispute Resolution Policy, but now exists as a standalone document.  It sets out the procedure for the University or MUNASA to make changes to the Personnel Policies and Procedures. On January 1 and June 1 of each year, all policy amendments finalized within the preceding six months will come into effect.
