The Montreal Olympic Organizing Committee (OOC) was a private not-for-profit corporation. Its task was to stage the 1976 Games and raise the funds to pay for them. The OOC was also under pressure to cancel the Games due to terrorism at Munich, 1972, and the cancellation of the Denver Games. How did the OOC measure up?
