DOCUMENTS: S-01-33 to S-01-37 Acting Dean Mendelson announced that Dean Shaver would not be present for the meeting. Acting Dean Mendelson called the meeting to order at 3:05 p.m. (1) ADOPTION OF AGENDA 701.1 Acting Dean Mendelson said that an additional item would be added to the Agenda under Business Arising from the Minutes, namely Minor in Cognitive Science (AC- 01-68[Revised]). Prof. GowriSankaran moved, seconded by Prof. Franklin, that the amended Agenda be adopted. The motion carried. (2) RESOLUTION ON THE DEATH OF PROFESSOR G. RONALD BROWN - Prof. B. Lennox 702.1 Prof. Lennox read a formal resolution on the death of Prof. Brown (Appendix A, attached to the permanent copy of the minutes). The resolution was passed unanimously. (3) MINUTES OF 12, 2002 S-01-33 Prof. Schmidt moved, seconded by Prof. Harpp, that the minutes be approved. The motion carried. (4) BUSINESS ARISING FROM THE MINUTES - Minute 609.4,609.5, Minor in Cognitive Science(AC-01- 8[Revised]Tabled) 704.1 Acting Dean Mendelson said that at the Faculty meeting of February 12, 2002, five Linguistic courses had been removed from the Minor, since these courses had apparently been retired. In fact, these courses had actually been renumbered, and Document AC-01-68 (Revised) now included the new numbers of the courses. Prof. Baker moved, seconded by Prof. Franklin, that the program changes be approved. The motion carried. (5) REPORTS OF COMMITTEES a) Committee on Student Standing There being no CSS meeting, there was no report. b) Academic Committee S-01-35 SECTION A: NEW PROGRAMS None SECTION B: MAJOR PROGRAM CHANGES - Anatomy & Cell Biology - Major in Anatomy & Cell Biology AC-01-79 - Honours in Anatomy & Cell Biology AC-01-80 Prof. Bennett moved, seconded by Prof. GowriSankaran, that the program changes be approved. The motion carried. SECTION C: NEW COURSES None SECTION D: MAJOR COURSE CHANGES None SECTION E: MINOR PROGRAM CHANGES - School of Computer Science - Major in Computer Science AC-01-81 - Honours in Computer Science AC-01-82 Prof. Devroye moved, seconded by Prof. GowriSankaran, that the program changes be approved. The motion carried. SECTION F: Other 1. Advanced Placement International English Language Exam AC-01-84 705.1 Acting Dean Mendelson introduced the item, explaining that APIEL was a means of measuring proficiency in English. Prof. Mucci moved, seconded by Prof. GowriSankaran, that a score of 4 on the APIEL be approved as evidence of fulfillment of the English language requirement for admission to the Faculty of Science. The motion carried. 2. Centre de Recherches MathÈmatiques (CRM) AC-01-76/AC-01-76B - McGill Guidelines and Checklists for Research Centres AC-01-76A 705.2 Acting Dean Mendelson said that at its meeting of February 26, 2002, the Academic Committee had adopted the proposal in Document AC-01-76 (Revised), with the recommendation that the CRM Board should appropriately reflect the composition of CRM with respect to its membership. Prof. Hurtubise moved, seconded by Prof. GowriSankaran, that the proposal and recommendation passed by the Academic Committee be adopted. The motion carried. SECTION G: Minor Course Changes & Other (For Information Only) 1. Minor Course Changes AC-01-78 2. Report: Freshman Science Program (FSP) 705.3 Acting Dean Mendelson said that the Academic Committee had approved the creation of a subcommittee to examine the FSP. 705.4 The subcommittee consists of: Associate Dean (Academic & Student Affairs) Mendelson (Chair), Professors J. Brawer (Anatomy & Cell Biology), M. Lapointe (Geography), S. Drury (Mathematics & Statistics); and students Candace Lapp (U0) and Momoe Hyakutake (U2, Biochemistry). 705.5 Acting Dean Mendelson said that the subcommittee had met once and had decided on the type of information it would collect. The subcommittee would report to the Academic Committee in the near future. 3. Bachelor of Arts and Science AC-01-85 705.6 Acting Dean Mendelson said that a letter had been sent to the Deans of Arts and of Science by the Arts and Science undergraduate student societies, in which the societies requested that the faculties consider the creation of a Bachelor of Arts and Science degree. A committee representing the two faculties would be formed to examine the request and to draft a specific proposal to be brought to the Arts Curriculum Committee and the Science Academic Committee. 705.7 A member pointed out that the proposed name should be reconsidered, since its abbreviation, B.A.S., could be confused with Bachelor of Applied Science. Acting Dean Mendelson said that, although premature, the point was well taken. d) Other Reports or Academic Business (i) Nominating Committee Report S-01-36 705.8 Prof. GowriSankaran introduced the above report. Prof. GowriSankaran moved, seconded by Prof. Farrell, that Point #1 (the appointment of Prof. G.C. Bennett as the representative of the Department of Anatomy & Cell Biology to the Academic Committee) in Document S-01-36 be adopted. The motion carried. Prof. Mark moved, seconded by Prof. Mucci, that Point #2 (giving Nominating Committee the authority to make limited substitutions to membership on Faculty committees, with the proviso that such shall be reported to Faculty) in Document S-01-36 be adopted. The motion carried. (ii) Preliminary Report of the Task Force on Graduate Student Funding - Associate Dean (Research) Grant S-01-37 705.9 Associate Dean Grant said that the Faculty of Graduate Studies and Research would be separating into a Graduate Studies unit and a Research unit. There is currently an ad hoc council for the Office of Graduate and Postdoctoral Studies, which has three representatives from the Faculty of Science: Associate Dean (Research) Grant, Prof. GowriSankaran and Prof. Ronis. Associate Dean Grant said that he was currently presenting Document S-01-37 in order to solicit feedback from the Faculty. Feedback may be directed to the above three representatives on the ad hoc council. 705.10 Associate Dean Grant outlined the preliminary report in Document S-01-37, answered questions, and received some feedback from members. (6) REPORT ON ACTIONS OF SENATE (Full Senate Minutes may be found at http://www.mcgill.ca/senate/agdmin.html) Senate Meeting of January 16, 2002 - Prof. E. Meighen Only two items of any significance or interest were raised. 1. Sam Noumoff asked what McGill can do to prevent papers from being advertised on sale on the internet explicitly stating that McGill was one of the sources. Referring to the specific case at hand, Vice-Principal Tony Masi replied "not much" and then explained that the source was in Russia and all that was required was one paper received from a McGill student. He will send a letter asking the source to desist from using McGill's name. 2. Statutes were changed to reflect the elimination of Graduate Studies as a separate Faculty. The main concern here is that there is no indication in the Statutes that a graduate council will exist. Principal Shapiro indicated that the issue will be discussed and brought back to Senate this year for possible consideration for inclusion in the Statutes. (7) MEMBERS' QUESTION PERIOD There were no members' questions. (8) OTHER BUSINESS 708.1 Prof. GowriSankaran announced that Prof. H. Darmon of the Department of Mathematics & Statistics had very recently learned that he was one of six winners of an NSERC Steacie Award Fellowship.
