ost important strategic assets. At their best\, universities drive researc
h and innovation\, serve as hubs for the cross pollination of people\, ide
as\, and civil debate\, and are well-positioned to help address complex an
d pressing global challenges.\n\nIn Canada\, universities fall under provi
ncial jurisdiction\, and are therefore also tied to the economic prosperit
y\, workforce development\, research impact\, and social vitality of their
respective provinces and local communities.\n\nQuebec’s recent decision t
o raise tuition fees and impose language requirements on out-of-province a
nd international undergraduate students has sparked questions about the im
pact of this policy shift on Quebec and Canada\, and the role and responsi
bility of universities relative to the big issues of our time.\n\nOn March
