Simon Bagshaw

Prior to joining the Max Bell School of Public Policy, Dr. Simon Bagshaw was a Senior Policy Advisor with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Geneva and New York. Dr. Bagshaw worked for OCHA for 18 years, developing OCHA and broader United Nations policy on the protection of civilians in armed conflict and forced displacement. From 2007-2020, Dr. Bagshaw was the principal drafter of the United Nations Secretary-General’s reports to the Security Council on the protection of civilians. Dr. Bagshaw also led OCHA's work on addressing the humanitarian impact of conventional and nuclear weapons, with a particular focus on the use of explosive weapons in populated areas. Before joining OCHA, Dr. Bagshaw spent three years as a Senior Researcher for the Representative of the Secretary-General on Internally Displaced Persons at the United Nations Office of the High Commissioner for Human Rights in Geneva. He holds a Ph.D in Law from the European University Institute in Florence (Italy), a Master’s degree in Human Rights and Civil Liberties from the University of Leicester (UK) and a Bachelor’s degree in Contemporary European Studies from the University of North London (UK).
