Jennifer Welsh Co-Authors Study on Internal Displacement in Peace Agreements

July 30, 2026 | Jennifer Welsh has co-authored a new article in Refugee Survey Quarterly, "Addressing Internal Displacement in Peace Agreements, 1992–2023: Global Trends and Implications," led by Megan Bradley (McGill Political Science). The paper analyzes a global set of 428 peace agreements over three decades, finding that international norms on internally displaced persons have seen more limited uptake than commonly assumed. Max Bell alums MPP'24 Guadalupe Jolicoeur and MPP'24 Elsie Mares contributed as research assistants on the project.
