DESCRIPTION:Switched from in-person event to online only.\n\nOn Zoom:  http
s://mcgill.zoom.us/j/84846245679\n\nThe Centre for Human Rights and Legal
Pluralism presents: “The Principle of Non-Intervention in Cyberspace - Not
the Sharpest Tool in the Box?”\n\nWith Pia Hüsch\, Moderated by Frédéric
 Mégret\n\nMcGill University\, Faculty of Law\, Room 316. Masks required.\n
\nAbout the talk\n\nVisiting researcher Pia Hüsch (University of Glasgow)
will present on the contemporary issue of applying the principle of non-in
tervention to cyberspace which forms part of her doctoral research. Her pr
esentation will introduce the corner-stone principle of international law
and its two requirements\, i.e. that the interference in question must tar
get the domaine réservé of another state and that is conducted in a coerci
ve manner. Pia will address how these requirements can be applied to cyber
operations in general and the context of foreign election interference in
particular. It is argued that as long as the principle is applied restric
tively\, as has previously been done by the ICJ\, non-intervention is inde
ed not the sharpest tool in the box when it comes to the regulation of low
-intensity cyber operations. Instead\, scholarship suggests a reconceptual
ization of the principle of non-intervention and focuses on the principle
of sovereignty as a tool of regulation\, but both alternatives come with t
heir own challenges.\n\nAbout the speaker\n\nPia is short-term visiting re
searcher at the Centre for Human Rights and Legal Pluralism in April 2022.
As a doctoral researcher at the University of Glasgow\, Pia focuses on th
e regulation of low-intensity cyber operations in international law and th
e principles of sovereignty and non-intervention in particular. Other area
s of interest include general public international law\, artificial intell
igence\, humanitarian law\, and the relationship of law and technology. As
a Graduate Teaching Assistant\, Pia teaches Public International Law and
also works at the Glasgow Centre for International Law & Security. Pia hol
ds an LLM in International Law and Security (with distinction) from the Un
iversity of Glasgow and an LLB in European Law from Maastricht University.
Her research stay is funded by the Early Career Mobility Scheme for stren
gthening the institutional partnership between the University of Glasgow a
 nd McGill.  \n\nMore information:  human.rights [at] mcgill.ca\n
