Speaker Bio

Frank Des Rosiers, Assistant Deputy Minister

Frank Des Rosiers was appointed Assistant Deputy Minister, Strategic Policy and Innovation (SPI) in November 2019. Prior to this, Frank was ADM, Innovation and Energy Technology at NRCan. He also served as General Director, Tax Policy at Finance Canada and as Assistant Secretary, Priorities and Planning at the Treasury Board Secretariat. Frank worked as Director General, Strategic Policy Branch at NRCan from 2003-07 and at the Privy Council Office (Intergovernmental Affairs at) as Chief of Staff to the Deputy Minister and Director, Economic and Fiscal Analysis.  Frank holds a BA in Economics from Université Laval, an MA in Economics from Université de Montréal and a Masters of Public Administration from Harvard University (Fulbright Scholar).

Organization Profile

Natural Resources Canada (NRCan) specializes in the sustainable development and utilization of Canada’s natural resources, including clean energy, minerals and metals, forests and earth sciences. Strategic Policy and Innovation is providing strategic advice on the overall management of the department’s agenda and leads on horizontal functions (Cabinet, International Affairs, Federal/provincial relations, planning, innovation, economic analysis, data and national security). In addition, SPI is responsible for Canada’s Center for Mapping and Earth Observation (CCMEO).

Chloé is an applied anthropologist fascinated with how humans make meaning and organize the world around them. For a decade she has worked in design settings where she has led ethnographic research, facilitated conversations and driven analysis to uncover the insights that lead to more purposeful and human-centered systems, tools, and practices.

As part of Sonder Collective, a design co-operative, she collaborates with partners and communities on complex global health, humanitarian and social innovation challenges. Among some her current projects she is using an HCD approach to reconsider 'the why' behind the workings of the DRCongo's data immunization system.

Marina Boulos-Winton is the Executive Director of Chez Doris, a day shelter for women in difficulty, a position she has held since April 2015. During the last several years, she has also been a course lecturer at the Université de Montréal in the Certificate of Philanthropy Program for the Faculty of Continuing Education as well as a consultant for a variety of non-profit organizations. Prior to this, between 2009 and 2012, she was the President & CEO of the Foundation of Greater Montreal. Between 1997 and 2009, she was based in New York City, where she held positions as the Executive Director of the High Water Women Foundation, President and CEO of the national “I Have a Dream Foundation®,” and as an Assistant National Executive Director of the YWCA of the USA, and earlier, held senior executive positions with the national fundraising consulting firm, CCS Fundraising Inc. and with United Way of New York City. In Montreal, from 1993 to 1997, Marina was Executive Director of Le Bon Dieu Dans la Rue, and preceding this, served as Executive Director of Tel-Aide. She is a graduate of McGill University and holds a BA with a major is psychology and a Graduate Diploma in Applied Management.

Under Marina’s leadership, Chez Doris’ annual operating budget has increased from $950,000 to $3.6 million and its team has increased from 11 to 42 employees. The organization has launched a capital campaign to raise funds for an emergency night shelter for homeless women as well as a permanent residence with 26 affordable apartments for vulnerable women; these two new points of service will be launched late next year.

Rola is a senior software developer at Local Logic, a Montreal-based start-up specializing in Location Intelligence. She has a BSc in Biochemistry from the University of Ottawa and a PhD from McGill University in NeuroScience and Bioinformatics. She also has a Machine Learning and Data Science certificate from McGill.  Rola started her career as an academic researcher studying development and cancer for 13 years. She has moved to industry two months ago to pursue a career that is still data centred.

Join Managing Principal Lisa Pinheiro and Data Scientist Stefano Parravno from Analyst Group to hear about what a Data Scientist does day-to-day, the impact they have on business decisions, and how they help organizations solve real-world problems through the power of Data Science.

Lisa Pinheiro, M.Fin., Mathematical Finance, Princeton University; Licence en sciences mathématiques, Université Libre de Bruxelles

Ms. Pinheiro has an extensive background in quantitative analysis and statistical modeling, which she has applied to various practice areas, including finance, intellectual property, biostatistics, and antitrust. In finance, she focuses on cases involving allegations of market price manipulation, misleading communications, excessive mutual fund fees, and mortgage-backed securities litigation. She has also applied survey analysis and statistical modeling to various intellectual property cases, including patent disputes among smartphone manufacturers, copyright tariff setting for musical works, and patent infringement in the pharmaceutical industry. She has extensive experience analyzing clinical trial, registry, and insurance claims data for both litigation and research purposes and has published manuscripts on pharmacoeconomic issues. In the antitrust field, she has led and managed US and Canadian cases and supported multiple experts in matters involving competition in the online search engine industry, class certification, and cartel and price-fixing allegations. Ms. Pinheiro has also coauthored expert reports and testified on questions relating to the modeling and calculation of royalties and damages. 

Stefano Parravano, M.S., Senior Data Scientist

Mr. Parravano is a results-driven data scientist with a focus on problem solving, data mining, and developing and implementing predictive models. He has applied his expertise in a number of industries including financial services and energy.  Stefano has led the implementation of predictive models supporting inventory management and scheduling systems at a Fortune 500 company. He has extensive experience in using machine learning to aid in natural language understanding tasks and has designed and implemented automated systems to perform text classification to solve problems in the context of information retrieval and sentiment analysis.
