Biography

Dulce Oliveira is an experienced senior project manager, trainer and lecturer at McGill’s School of Continuing Studies.

Her 25-year career in the telecommunications industry has spanned project management, quality assurance and business analysis.

Ms Oliveira has led project teams focused primarily on IT, including the successful delivery of projects in the year 2000 portfolio; she has led several facets of project management offices and was involved in obtaining Level 3 certification of the Capability Maturity Model (CMM) for her organization’s project delivery methodology. Ms. Oliveira has delivered project management and rapid development consulting services to various organizations, including Aliant and Pratt & Whitney.

In addition to her IT experience, Ms Oliveira has developed an interest in the area of human resources programs; this led her to collaborate in a leadership development workshop, targeting a group of more than 2,000 management employees. Dulce is passionate about the inter-relationship between project management and the impact of leadership on organizational results.

Dulce is one of the founding members of the International Institute of Business Analysis (IIBA), a not-for-profitorganization dedicated to the advancement of the Business Analysis profession. She contributed to the elaboration of the BABOK (Business Analysis Body of Knowledge) which is the basis for the CBAP™ (Certified Business Analysis Professional) exam. She is a former Vice President, Professional Development of the IIBA – Montreal chapter.

Ms. Oliveira is an advisory board member of Project World and Business Analysis World Canada. She presents regularly to their annual conference, most recently on the topics of Rapid Development and the value of a project management office.

Ms. Oliveira is a member of the Project Management Institute (PMI) and the International Institute of Business Analysis (IIBA).
