The attached Assessment Guidelines for the Award of Merit will assist you in the determination of an employee's level of performance and corresponding merit award. Performance dialogue must be completed for all employees for the period under review and this evaluation documented.
The annual reference period for performance dialogue is June 1 to May 31. Your performance dialogue discussions should already be underway. If not scheduled, start in the very near future.

On January 1, 2006, the government of Quebec will launch its new Quebec Parental Insurance Plan (QPIP), which will replace maternity and parental benefits paid under the federal Employment Insurance Program. The QPIP will provide higher benefits and broader coverage for Quebec employees and self-employed workers.

The Quebec Parental Insurance Plan, which comes into effect on January 1, 2006, replaces the maternity, parental and adoption benefits currently available under the Federal Employment Insurance Plan. Benefits associated with a birth or adoption taking place on or after January 1, 2006, will be paid under this new plan. Among other things, parents will be able to choose between two benefit options and decide the duration of their leave as well as their income replacement rate.
