McGill University and the MUNACA negotiating committee have agreed on all aspects of a new three-year collective agreement. At a date to be determined, the Union will invite its membership to general assembly to vote on the new document. The parties have agreed not to communicate the contents of the agreement until the vote has taken place.

An agreement in principle was reached between the parties, and the Union’s executive will submit it to members for ratification on December 8. After just under six months and slightly more than a dozen negotiation sessions, the negotiating committees agreed on all monetary and non-monetary aspects of the new collective agreement. If ratified by the Union’s membership, the new five-year collective agreement will end on April 30, 2020. The results of the December 8 vote will be communicated as soon as they are available.

The first meeting was held on June 12.  The parties introduced their respective negotiating teams. They exchanged their set of proposals and discussed how the bargaining process should unfold. The parties also agreed on a shared communications approach throughout the bargaining process.

With these major parameters having been established by both parties, they set the order of discussions to be held during the next bargaining sessions and they agreed on a calendar of negotiations during the summer. Specific dates have already been set, leading up to September.

McGill’s postdoctoral fellows received their accreditation from the Commission des relations du travail on June 9, 2015. They become the third bargaining unit of AMURE/PSAC, which already includes research associates and research assistants. 

This group represents more than 400 members.  Only those postdoctoral fellows who receive research funds from McGill University are covered by the accreditation process.

Since the last meeting on March 20, the parties met for the first time in the presence of the conciliator appointed by the Department of Labour. The conciliator invited the parties to present their respective views of the elements that are holding back the advancement of negotiations.

The parties met briefly on May 23 in the presence of the conciliator appointed by the Department of Labour. The meeting served to assess whether an agreement could possibly be reached at this time.

Since it was not possible to reach an agreement, the parties decided to pause for the summer. The pending items are: discrimination and harassment clause, protection of teaching assistants’ hours, wage increases and duration of the agreement. The parties will reconvene in conciliation on September 1st.

The university met with AMUSE/PSAC non-academic casuals on May 19 where the parties presented their respective set of proposals. Both sides’ bargaining committees were present for the start of negotiations. The parties also discussed how the bargaining process should unfold and agreed on a shared communications approach following each bargaining session. The parties later agreed on four dates for bargaining sessions leading up to mid-July.

The parties met for a day and a half day on May 12 and 13. They continued to discuss and review texts concerning some pending non-monetary items. 

The parties also discussed in great detail the reasoning behind their demands and the employer’s offers relative to monetary parameters.  Further discussion will be required before an agreement can be contemplated and the parties have agreed to meet next week. The parties will continue to negotiate in the presence of the government appointed conciliator.

The Labour Relations team is getting ready to start negotiations with PSAC/MUNACA for the renewal of their collective agreement which expires on November 30, 2015.

A letter was sent to MUNACA/PSAC last week inviting them to start negotiations as soon as June 16.  The university has offered to engage in intensive negotiations during the summer in order to reach an agreement before the current contract expires in November.

The parties met for a half-day on May 4 with the conciliator appointed by the Ministry of Labour.  This was their first meeting following the one-day strike held on April 16. The conciliator helped the parties clarify the points which still need to be discussed.

At the April 23 session, the parties discussed the mechanisms of attributing drivers’ rates during the winter season as more drivers are required for snow removal. The parties discussed the feasibility of having a uniform practice and the same language in the collective agreements of both campuses’ trades groups. This led to an exchange of proposals from each party but no agreement was reached at this time. Since no other negotiation dates are set, the parties are trying to fit extra negotiation days into the calendar before the end of June.

If you know of colleagues or teams who did outstanding work this past year, the Principal’s award for administrative and support staff is a great way to recognize their effort. This year, the call for nominations is being launched in April. The deadline to submit entries is Monday, June 15, at 5:00 PM. 

Launching the program earlier eases the process of completing the nomination forms before the summer months, when it becomes more difficult to complete entries with all the required endorsement criteria.
