DOCUMENTS: S-99-25 to S-99-32 S-99-34, S-99-35 Dean Shaver called the meeting to order at 3:04 p.m. Associate Dean Mendelson moved, seconded by Mr. Kovacs, that when discussing Item 5(d)iii, Ad Hoc Constitution Review, members move into the Committee of the Whole for 30 minutes. The motion carried. (1) CANDIDATES FOR DEGREES a) Bachelor of Science S-99-26 501.1 Associate Dean Mendelson said that there were 107 students who had completed the Bachelor of Science degree. In 1995, there had been 62, and in the years following, 87, 88, 95, and 82. Prof. Kramer moved, seconded by Prof. ThÇrien, that the above candidates be recommended to the Senate Steering Committee for the Bachelor of Science degree. The motion carried. Prof. GowriSankaran further moved, seconded by Prof. Farrell, that the Dean be given discretionary power to make such changes in the degree list as would be necessary to prevent injustice. The motion carried. 501.2 Associate Dean Mendelson moved, seconded by Prof. GowriSankaran, that Faculty thank the Student Affairs Office and advisors for the work involved in preparing the degree list. The resolution of thanks was unanimous. b) Diploma in Environment S-99-27 There were no students recommended for this diploma. c) Diploma in Meteorology S-99-28 There were no students recommended for this diploma. (2) MINUTES OF DECEMBER 7, 1999 S-99-25 Prof. GowriSankaran moved, seconded by Prof. Paquette, that the minutes be approved. 502.1 Prof. Kramer proposed the following points be included under Minute 405.6: - the risk to the teaching capacity of McGill's established programs - the fact that the program appeared to require a pool of wealthy students who did not meet the normal or current entry standards - objections to the possibility of a two-tiered educational system within Canada The minutes were approved with the above modifications. (3) BUSINESS ARISING FROM THE MINUTES 503.1 In response to a member, Dean Shaver said that the Faculty of Arts had voted in favour of striking a committee to consider whether McGill should establish a private liberal arts college within McGill. Dean Shaver asked Prof. Ewing if he could report back to Faculty concerning significant findings of this committee. Prof. Ewing agreed. (4) ANNOUNCEMENTS 504.1 Dean Shaver congratulated members who had been recognized via announcements. Again, Dean Shaver encouraged members to communicate any announcements to the Dean's Office. 504.2 Prof. GowriSankaran announced that Prof. John Toth of the Department of Mathematics & Statistics had received an Alfred Sloan Research Fellowship. (5) REPORTS OF COMMITTEES a) Sub-Committee on Scholarships S-99-30 The Dr. Dale Elaine Zilbert Prize Minimum value: $500.00 505.1 Prof. Brown, Chair, Sub-Committee on Scholarships, gave some background information concerning the above new prize. It was suggested that the following be included in the terms of reference: ...to a deserving student on the recommendation of the Department of Psychology who has completed at least ... b) Committee on Student Standing (CSS) S-99-29 505.2 Associate Dean Mendelson said the CSS meeting had been cancelled because there had been no business. c) Academic Committee S-99-31 ACADEMIC COMMITTEE MEETING, DECEMBER 14, 1999 SECTION A: NEW PROGRAMS There were no new programs. SECTION F: MINOR COURSE REVISIONS & OTHERS (FOR INFORMATION) Minor Course Changes (AC-99-100) School of Computer Science (Documents Available on Request): - B.A. Minor Concentration (Stream II) in Computer Science ACADEMIC COMMITTEE MEETING, JANUARY 18, 2000 SECTION A: NEW PROGRAMS School of Computer Science/Department of Electrical & Computer Engineering - Bachelor of Software Engineering (AC-99-115) Courses relating to this program are in Sections D and E. 505.3 Prof. ThÇrien introduced the above program, and gave some background information concerning this program, which would lead to a new degree. After some discussion, Prof. ThÇrien moved, seconded by Prof. GowriSankaran, that the new degree program be adopted. The motion carried. NEW PROGRAM PROPOSAL TABLED TO THE NEXT FACULTY OF SCIENCE MEETING School of Computer Science - Bachelor of Science in Software Engineering (AC-99-114) 505.4 Prof. ThÇrien introduced the above new program. Prof. ThÇrien moved, seconded by Prof. Pasztor, that the above program be adopted. 505.5 The main concerns raised about this program were that students could possibly complete the program without having taken any of the Mathematics & Statistics courses listed under Complementary Courses in Document AC-99-114[Rev], Page 2 of 3; and the possible existence of hidden prerequisite courses in the program. 505.6 It was agreed that the above program proposal be brought back to the Academic Committee. Mr. Kovacs moved, seconded by Prof. Paquette, that the program be tabled to the next Faculty of Science meeting scheduled for March 7, 2000. The motion to table carried. Committee on Materials Science - Prof. P. GrÅtter S-99-32 505.7 Prof. GrÅtter, Chair of the Committee on Materials Science, presented the highlights of the above report. ii. Ad hoc Graduate Studies Committee - Prof. B. Lennox 505.8 Prof. Lennox, Chair, Ad hoc Graduate Studies Committee, said that the committee had completed its compilation of information concerning the monitoring of graduate students in the Faculty of Science. He said a draft report had yet to be discussed by the full committee. Prof. Lennox said that a list of recommendations and best practices would be forthcoming. iii. Ad hoc Constitution Review Committee S-99-34 - Associate Dean Mendelson 505.9 Members moved into the Committee of the Whole at 4:00 p.m. 505.10 Members moved out of the Committee of the Whole at 4:30 p.m. A summary of the discussion of the Committee of the Whole is in the Faculty Offices, attached to the permanent copy of the Minutes. iv. Motion from SUS re Academic Committee Student Members S-99-35 Mr. Kovacs moved, seconded by Associate Dean Mendelson, that the above motion be adopted. The motion carried. (6) DEAN'S BUSINESS There was no Dean's business. (7) MEMBERS' QUESTION PERIOD There were no questions. (8) REPORT ON ACTIONS OF SENATE Senate Meeting of January 19, 2000 - Report by Prof. K. GowriSankaran 1. The meeting started with a resolution of condolence on the death of Professor Gar Lam Yip (Electrical and Computer Engineering) who passed away on October 7, 1999; read by Dean John Gruzelski. 2. This was followed by a resolution of condolence on the death of Professor Daniel Q. Marisi (Education Faculty) who passed away on May 12, 1999; read by Dean Ratna Ghosh. 3. The report of the Steering Committee was approved. The report contained besides routine matters the following note of interest. The Principal responded to a question (as to how much money has accrued to the university through the naming of parts of the campus) raised at the previous Senate meeting. His answer was "I do not know." Regarding the Coca-Cola agreement, the Principal stated that exclusivity (other than in the Thompson house) was in respect to sale of Coke products and not consumption. 4. The next two items of the meeting were in confidential session and cannot be reported and only be said that it took considerable time and has become an embarrassment to McGill in view of the fact that the discussions of this particular session had been leaked verbatim to the press. 5. The Senate approved that graduate students be allowed to participate in "Access 2000" on Feb 2, 2000 without academic penalty. 6. The APPC presented 316th Report. Most were routine items. The one of interest to the Faculty is that the B. Sc. Major in Environment (Earth Sciences and Economics) and the B.Sc. Major in Environment (Ecological Determinants of Health) and B.Sc. Minor in GIS were approved. Also approved was the Degree name change from "Doctor of Dental Surgery" to Doctor of Medical Dentistry". 7. Professor GowriSankaran presented a report from the University CSSA. 8. VP Vinet presented the Joint Senate/Board Report on Equity. 9. Senate approved the report of the Senate Nominating Committee. Senate Meeting of February 2,2000 - Report by Prof. E. Meighen 1. Breach of Senate Confidentiality The following motion, moved by Sam Noumoff and seconded by Pat Farrell, was approved by Senate. "Given the fact that following the last meeting of Senate, one or more members violated the accepted norms associated with a confidential meeting." "Be it resolved that this house regards such an action as both reprehensible and inconsistent with the responsibilities of membership, and therefore invokes the most severe censure against the person or persons who are responsible for the violation and calls on the person or persons to resign from Senate". "Be it further resolved that Senate extends its most profound regret to any person who has been embarrassed by the violation of our rules". The following recommendation by the Steering Committee was also approved; "The Committee on the Rights of Senate be requested to conduct an investigation into the recent breach of Senate confidentiality relating to a recommendation of the Honorary Degrees and Convocations Committee and to report back to Senate with its findings and recommendations within four weeks". 2. Intellectual Property It was recommended and approved that the university legal advisor, Me Line Thibault (with voice but no vote) and an undergraduate student (selected by SSMU) be appointed to the Ad Hoc Committee to work with the Vice-Principal of Research to revise the draft policy on intellectual property. The Executive Committee of the Board extended the Policy on Software, which lapsed on Jan 31, 2000, to May 8, 2000 rather than to the indefinite date requested by Senate when it is superceded by a new Policy on Intellectual Property. 3. Notice of Amendment of Statutes It is the intention at a future Senate Meeting to change the degree of "Doctor of Dental Surgery" (D.D.S.) to Doctor of Medical Dentistry (D.M.D.) 508.1 In response to a member who asked what issues would be considered confidential at Faculty of Science meetings, Dean Shaver said he would report back to Faculty members on this.
