Policy on (Ethyl) Alcohol Purchases

Purpose

In compliance with Canadian Customs and Revenue Agency regulations, there are special procedures which govern the ordering, use, control and reporting of tax-free alcohol required for University use.

Only Departments who have a valid registration and licence number are permitted to purchase tax-free alcohol.

Departments having a license to buy tax free alcohol are responsible to:

  • issue purchase requisitions when they require to purchase alcohol;
  • control the usage;
  • maintain usage records and include information such as the name of the department/responsible, the volume of alcohol purchased, the volume of alcohol used and the outstanding balance;
  • submit an annual usage report to Procurement Services.

Procurement Services is responsible to:

  • receive, review and maintain records of annual usage reports submitted by the licensed departments. In the event of any discrepancy, Procurement Services will follow up with the department;
  • issue purchase order to Canada Customs and Revenue Agency as per requirement of the licensed departments;
  • record the date and volume of alcohol requested and ordered.
