Paul Stephen Dempsey est titulaire de la Chaire Tomlinson en gouvernance mondiale et directeur de l'Institut de droit aérien et spatial à l’Université McGill (Montréal, Canada).

De 1979 à 2002, il a été titulaire de la Chaire en droit du transport et directeur du Transportation Law Program à l’Université de Denver. Il a également été directeur du National Center for Intermodal Transportation. De 1975 à 1979, il a travaillé à titre d’avocat pour le Civil Aeronautics Board et la Interstate Commerce Commission à Washington, D.C. et en 1981-1982, il a été conseiller juridique pour le président du ICC.

Le professeur Dempsey est aussi vice-président et directeur du conseil de Frontier Airlines inc. et directeur du Jordan Center for Aviation Safety Security, à Amman (Jordanie). Il a oeuvré à titre de fondateur et premier président du conseil de CCPAC inc. et président-directeur de la Fondation Genesee inc. Il a également travaillé à titre de consultant auprès de lignes aériennes et ferroviaires, de transporteurs routiers, de syndicats du transport, d’agences gouvernementales et de compagnies de télécommunications des États-Unis et d’ailleurs.

Le professeur Dempsey a publié près de 20 livres et a plus de 80 articles sur le droit à son actif.
