As the Quebec economy is slowing down and slipping, the Quebec government as launched a legislative initiative that will have dire consequences on future economic growth of the province. The impact of adopting Bill 14 aimed at reforming the Quebec Mining Law will impact mineral exploration and hinder future growth of what is now still a very buoyant sector.

Since the introduction of the Bill in May 2011, the Québec Mining Exploration Association is trying to negotiate some key changes to make the proposed legislation more acceptable to the industry.

Michel A. Rathier is a seasoned executive who has served throughout his career in senior management positions with progressively increasing responsibilities for corporations and institutions in Canada, the United States as well as internationally.

His rich track record spans over 28 years of leadership in a variety of functions, including strategic planning and implementation, corporate communications and marketing as well as post-merger integration.

Michel has been retained to coordinate the Association’s crisis management committee, formulate stakeholder management strategies, support the development of legislative modifications and steer the Association into taking positions and implementing communication initiatives that will support the achievement of Association’s objectives.

Before recently returning to SECOR where he previously worked from 1998 to 2002 as a Principal in the Strategic Planning and Change Management practices, he was VP Corporate Communications for Bell Canada and subsequently for Domtar Corporation. Since September 2009, Michel as focused his expertise on supporting major corporations and organisations in their merger and acquisition activities, leading pre and post merger integration engagements, developing reputational risk management strategies and key expansion initiatives in areas of large scale manufacturing, professional services and international economic development. Additionally and more recently, Michel has been actively involved in developing stakeholder management strategies and leading crisis management initiatives on behalf of natural resource-based corporations and industrial association (forest, mines, energy, and water).

Jeff Blond is the Business editor at The Gazette.
Mr. Blond joined The Gazette in 1994 as a part-time copy boy, and later obtained a full-time position after graduating from Concordia University with Bachelor of Arts degrees in Philosophy and Journalism. Mr. Blond has worked in almost every department during his time at The Gazette, advancing slowly through the ranks. His jobs have included working on the stock pages, the Sports Scoreboard page, an assistant editor, a slot editor in Sports, Business and City and the night editor overseeing the production of the paper before reaching his current position. Mr. Blond was also the weekly bridge columnist for nine years, a job he was qualified for as a Canadian championship player as well as a three-time Canadian junior champion who represented Canada in international competition. As Business editor, Mr. Blond has had to oversee his staff of seven reporters during a very difficult time in the newspaper business as the focus turns to digital, advertising revenue is drying up and staffing is being cut.
