Eligibility of new compliance fee for the International Mobility Programs (Tri-Agency Grants)

If you are involved with the financial administration of Tri-Agency grants, please read the message below from Elvie Coletta, Director, RFMS.

This message outlines Tri-Agency eligibility requirements for reimbursement of the new compliance fee for the International Mobility Programs.

When seeking reimbursement for the new compliance fee, it is recommended to use the following:

  • Account code 700046 – Professional Fees
  • Activity Code 013050 - CIC Compliance Fees (optional)

Tri-Agency communiqué to administering institutions:

Effective February 21st 2015 the federal government introduced an employer compliance system for employers hiring foreign nationals under the federal International Mobility Programs.  An overview of the system and process can be found on the Employment and Social Development Canada website at: http://www.esdc.gc.ca/eng/jobs/foreign_workers/reform/imp.shtml

Employers are now required to submit the job offer and other relevant information for the recruitment of a foreign national to Citizenship and Immigration Canada and pay an employer fee of $230.

ELIGIBILITY STATUS OF THE EMPLOYER FEE:

If the foreign national is recruited to work exclusively on research for which Tri-Agency grant funds are provided the full cost of the employer fee of $230 will be eligible for reimbursement from the grant holder’s grant funds as an eligible recruitment cost per the Tri-Agency Financial Administration Guide.
 
If the foreign national is recruited for a variety of purposes one of which includes working on research for which Tri-Agency grant funds are provided the administering institution may apportion the cost of the employer fee to the grant holder’s grant funds based on the anticipated percentage of time the foreign national will spend working on the funded research of the grant holder.

If the foreign national is recruited for purposes unrelated to Tri-Agency funded research the employer fee is not eligible for reimbursement from grant holders’ grant funds.

Communiqué des trois organismes subventionnaires destiné aux établissements administrateurs :

Depuis le 21 février 2015, le gouvernement fédéral a introduit un système de conformité pour les employeurs qui embauchent des ressortissants étrangers en vertu du Programme de mobilité internationale.  Un aperçu du système et du processus se trouve sur le site Web d’Emploi et Développement social Canada au : http://www.edsc.gc.ca/fra/emplois/travailleurs_etrangers/reform/imp.shtml        

Les employeurs doivent désormais soumettre l’offre d’emploi et tout autre renseignement pertinent par rapport au recrutement de ressortissants étrangers à Citoyenneté et Immigration Canada et payer des redevances de 230 $.

ADMISSIBILITÉ DES FRAIS DE L’EMPLOYEUR:

Si le ressortissant étranger est recruté exclusivement pour faire de la recherche financée par l’un des trois organismes subventionnaires, le total des frais de 230 $ versés par l’employeur pourra être remboursé à même le financement octroyé au détenteur de la subvention au titre des dépenses de recrutement admissibles, conformément au Guide d’administration financière des trois organismes.

Si le ressortissant étranger est recruté à différentes fins, y compris effectuer de la recherche pour laquelle du financement d’un des trois organismes subventionnaires a été octroyé, l’établissement administrateur peut imputer le coût des frais à la subvention octroyée au détenteur en fonction du pourcentage de temps que le ressortissant étranger passera à travailler sur la recherche financée avec les fonds du détenteur de la subvention.

Si le ressortissant étranger est recruté à des fins qui ne sont pas liées à la recherche financée par un des trois organismes subventionnaires, les frais ne peuvent pas être remboursés à même les fonds du détenteur de la subvention.
