Fulbright Lecture - Discretionary judgment and organizational practice: Making decisions in the spaces between the rules

Raymond Cox III, Dept of Public Administration and Urban Studies, University of Akron. Most organizations fail because those in control are afraid to permit others to step outside the routine and exercise discretionary judgment. Discretion requires "creativity" and understanding that we call tacit knowledge. Prof. Cox will discuss how to blend organizational and personal knowledge of ethics and politics to free those in the organization with the capability to properly exercise discretion to do so.
