The Board of Governors is the governing body of the University. It is composed of 25 voting members and two observers and generally meets six times per year. The Royal Institution for the Advancement of Learning, which is also the Board of Governors, is the trustee of all University property and is responsible for its maintenance and administration.

The Board has final authority over the conduct of the affairs of the University. The Statutes set out the manner in which the Board exercises its authority and how and to what extent its powers may be delegated. The Regulations Relating to the Approval of Contracts and Signing Authority provide greater detail on the manner in which the Board has delegated its authority.

The Statutes provide that, subject to the over-arching authority of the Board, Senate has various general and specific powers and duties. Most significantly, Senate exercises general control and supervision over the academic affairs of the institution.
